Local Business Tax Receipts/Occupational Licenses Welcome to the City of Opa locka Licensing Department

All business owners in the City of Opa locka are required to obtain a Business License and a Certificate of Use before opening their business.

  • Occupational Licenses are valid for the duration of the fiscal year: beginning September 1 and expiring on September 30 of the following year, regardless of the issue date. Occupational Licenses must be renewed every year on September 1 and thereafter.
  • The Occupational License must be displayed conspicuously at your place of business and in such a manner as to be open to the view of the public and subject to inspection by all duly authorized of the City of Opa locka officers.
  • The Licensing Department office must be notified of any changes to the following business name or ownership, location, number of employees, equipment, machinery, or any other contingency.
  • If the business ceases operation, the owner must notify the License Department in writing/ by filing out the close of business form.
  • Licenses that have not renewed by September 30 are delinquent and subject to a delinquency penalty of ten (10) percent for the month of October, plus an additional five (5) percent penalty for each subsequent month of delinquency until paid. However, the total delinquency penalty may not exceed twenty-five (25) percent of the occupational license tax for the delinquent establishment.

Procedures to obtain an Occupational License for your business in the City of Opa locka:


  1. Business License Application: The application must be fully completed and notarized.
  2. Certificate of Use Application: The application must be fully completed and notarized.
  3. Copy of Executed ease or recorded Warranty Deed.
  4. Copy of Employer Identification Number (EIN) Corporate Document.
  5. Copy of Articles of Corporation or Annual Report.
  6. Copy of Fictitious Name Affidavit: or a written statement signed by the applicant, stating the reason they need not comply with the Fictitious Name Act.
  7. Copy of State License: If applicable, certain business classifications do not require a state license.
  8. Copy of Waste Removal: great Waste or Waste Management ONLY.
  9. Copy of Miami-Dade Water & Sewer account.
  10. Copy of Health Inspection: Any establishment preparing/selling food is required to submit this report.
  11. Fees: after all required MUNICIPAL reviews and inspections are approved, your application will be ready for payment. Please do not send the payment until everything is approved. The Certificate of Use fee is $150.00, and the business License is assessed based upon chapter 2 of the City of Opa locka Code of Ordinance.
  12. DERM: All businesses are required to go to DERM except Peddlers.
  13. Copy of State identification of the business owner.

All Business License Renewals are required to go to DERM unless prior proof of DERM certificate presented.

If you have received a Notice of Violation from the City of Opa locka for not having an Occupational License, your complete application must be submitted within 7 working days after the date of violation, or an additional violation fee will be assessed.

  • Submit an Occupational License packet to the City of Opa Locka Building and License Department.
  • Once the packet is submitted and approved by the Zoning Department you will need to come and pay a $25.00 fee and pick up the water and sewer verification form.
  • You will need to submit those documents to Miami Dade DERM via Portal.
  • When you have completed the DERM process and received the DERM CU Certificate you must bring it to the City of Opa Locka Building and License Department to continue with your license process.
  • You will pay for your occupational license and have the corresponding inspections.
  • Once inspections have been completed your license will be sent to print.
